Mumbai:
A shocking case from Maharashtra’s Satara district has drawn nationwide outrage after a 26-year-old medical officer, who died by suicide, left behind a four-page note accusing a police officer of raping her multiple times and alleging political pressure to falsify medical records. The young doctor, who served at the Phaltan sub-district hospital, detailed in her final letter a web of coercion, intimidation, and institutional apathy that ultimately drove her to take her own life.

The deceased doctor, whose name is being withheld to protect her identity, wrote on her palm before dying that she had been raped four times by Sub-Inspector Gopal Badne, and endured sustained physical and psychological abuse for more than five months. The note, obtained by NDTV, also revealed that she was coerced into issuing fake medical fitness certificates for accused persons in police custody — individuals who were often never brought to her for actual medical examination.

The young doctor’s ordeal was compounded by pressure from powerful quarters. She wrote that on one occasion, after she refused to issue a fraudulent medical certificate, two personal assistants of a Member of Parliament visited her hospital. They allegedly dialed the MP on the spot and made her speak to him. The lawmaker, she wrote, indirectly threatened her for noncompliance — a moment she described as deeply humiliating and frightening.

Her death has sparked questions about the culture of impunity surrounding those in power and the lack of institutional safeguards for women professionals serving in rural or politically exposed roles.

A Promising Career Cut Short

The 26-year-old had been serving at the hospital for 23 months — just one month shy of completing her government-mandated rural bond period, after which she planned to pursue her postgraduate medical studies. Colleagues described her as hardworking and principled, someone who took her responsibilities seriously despite working under enormous pressure.

Family members have alleged that she repeatedly tried to seek help from authorities. Her cousin told NDTV that she had submitted written complaints to both the Superintendent of Police (SP) and the Deputy Superintendent of Police (DSP), but no action followed.

“She raised complaints on at least two or three occasions,” her cousin said. “She even asked in her letter who would be responsible if anything happened to her. She also mentioned that she felt unsafe at her workplace and at her rented accommodation. Despite her letters and phone calls, no one helped her.”

Harassment Beyond the Workplace

The doctor’s suicide letter also mentioned harassment from her landlord, Prashant Bankar, whom she accused of adding to her distress. Police have since filed cases against both Sub-Inspector Gopal Badne and Prashant Bankar under charges of rape and abetment to suicide. Authorities confirmed that the police officer has been suspended pending investigation.

Inspector General of Police (Kolhapur Division) Sunil Phulari told news agency PTI that a case has been registered and an inquiry is underway.

“We are investigating the matter based on the evidence gathered so far. A case has been lodged in Satara district. The police officer involved has been suspended,” Phulari said.

Political Outrage and Calls for Accountability

The case has quickly evolved into a political controversy, with opposition leaders accusing the ruling BJP-led Mahayuti coalition government of shielding errant officers and fostering a culture of impunity.

“When the protector becomes the predator, what hope is left for justice?” asked Congress leader Vijay Namdevrao Wadettiwar in a post on X. “If a female doctor who tried to stand by the law is exploited by the police, how can women feel safe in Maharashtra? Despite repeated complaints, no action was taken. The government’s silence speaks volumes.”

Wadettiwar’s remarks echoed growing public anger over the government’s handling of sexual harassment cases involving law enforcement officials.

In response, BJP leader Chitra Wagh assured that a “thorough and impartial” investigation would be conducted.

“The incident is extremely unfortunate. I have spoken to the Satara SP. We have learned that the doctor had indeed raised complaints earlier, but no one acted. Everything will be investigated. I urge all women not to take such extreme steps — help is available. The government’s 112 helpline is active, and immediate action will be taken on any complaint,” she said.

Systemic Failure and the Cost of Silence

The tragic death of the young doctor underscores deep-rooted issues within India’s healthcare and policing systems, particularly in rural regions where medical professionals often face undue pressure from authorities and local political figures. Experts and activists say the case exposes a glaring lack of institutional protection for women doctors, who frequently encounter harassment, coercion, and professional risk with little recourse.

As public pressure mounts, civil rights groups and women’s organizations have demanded that the full content of the suicide note be examined in court and that both police and political figures named in it be subjected to impartial investigation.

So far, no action has been taken against the unnamed MP whose aides were mentioned in the note. The investigation remains ongoing, and the Maharashtra police have yet to clarify whether political connections are being formally probed.

The case has reignited national debate on police accountability, women’s safety, and systemic failure in addressing workplace harassment. For now, the four pages left behind by the young doctor stand as a devastating indictment of silence, fear, and institutional neglect — one that the people of Maharashtra are demanding answers for.
